Why do 20 percent of the people do 80 percent of the work in the Local
Church? Maybe it is because 80 percent of the people don't want to do anything,
or maybe it is because the powerful 20 percent want it that way. Perhaps
it is a combination of the two. Clearly, the scripture teaches that God's
will is for every believer to minister (Ephesians 2:10).
In most churches, the clergy and the powerful few, minister to the needs
of the church and community. The Bible teaches a radically different concept.
It teaches that all of God's people are ministers.
The Boomerang Mandate is a call for the twenty--first century church
to return to the first--century teaching and empower its members to minister
according to their gifts. Section one shows what churches that encourage
its members to "be the minister" looks like. Section two gives examples
of how members can minister in six types of outreach ministries, usually
reserved for the clergy. Dr. Tom Stringfellow, founder of Parakaleo Ministries,
provides a ministry checklist that serves as an introduction to each of
these six chapters.
